On the Vray Material under Reflection, uncheck "Lock Fresnel IOR to Refraction IOR" This allows you to then set the 1/IOR map from Painter in the Fresnel IOR material input.
 
Vray Color Mapping Settings
In the Vray render settings, set the color mapping as follows:

*It's important to set the gamma correct for the bitmap import. Gloss, IOR and Normal need to be set to a gamma of 1.0.
